Flame Retardants in Office Chairs
For decades a California furniture standard put flame-retardant chemicals into foam nationwide. The rule changed in 2013 — and the label that tells you is one most people never read.
Look for the TB117-2013 tag on the chair and read the sentence that says whether the product contains added flame retardant chemicals. Since the standard was revised, manufacturers can meet it with a smolder-resistance test on the cover fabric instead of dosing the foam, and many now do — but the older approach did not disappear, and the only way to know which one you are buying is the label.
How a California test method became a national chemistry decision
California's Technical Bulletin 117 required upholstered furniture foam to resist an open flame. The practical way to pass an open-flame test on polyurethane foam was to add flame-retardant chemicals to the foam itself, in quantities that could reach several percent by weight.
Because manufacturers build one product line for a national market, a California test method effectively set the foam chemistry for furniture sold across the United States — the same one-market dynamic that puts Prop 65 warnings on products in every state.
The 2013 revision, TB117-2013, changed the test. Instead of an open-flame test on the foam, the standard moved to a smolder-resistance test focused on the cover fabric — smoldering ignition, typically from a cigarette, being the more common real-world fire scenario. Meeting that test does not require treated foam. That is the entire significance of the revision, and it is why the date on the tag matters.
Reading the tag
US upholstered furniture carries a law label, usually stapled under the seat. On post-2013 furniture it should reference TB117-2013 and include a statement about whether the product contains added flame retardant chemicals. That statement is the thing to read.
- Tip the chair over before you assemble it. The label is usually on the underside of the seat pan or inside the seat cover seam.
- Look for the TB117-2013 reference. A chair made to the older open-flame standard is far more likely to contain treated foam.
- Read the added-flame-retardant statement. This is a direct disclosure, which makes it more useful than almost anything else on a chair.
- If there is no label at all, which happens with imported chairs sold through marketplaces, you have no information — and that is itself worth noting.
Ask the seller if the listing is silent. A brand that has moved away from treated foam usually says so, because it is a selling point; a brand that has not usually does not answer.
Why anyone cares about the chemistry
Flame retardants are a broad family of substances rather than one compound, and the EPA has run risk evaluation activity on several of them under TSCA. Some older formulations were phased out after concerns about persistence and accumulation; others remain in use. Being precise matters here: "flame retardant" is a function, not a single chemical, and the specific substance determines the specific concern.
The exposure pathway for furniture is also different from the one people assume. These chemicals are added to foam rather than chemically bound into it, so the route of interest is dust — the compounds migrate out of foam over time and associate with household dust — rather than a chemical smell in the air. That is why the practical responses are boring and effective: ventilate, damp-dust and vacuum regularly, and keep an aging, crumbling foam chair out of service.
This is a genuinely different mechanism from formaldehyde emission from a desktop, which is an air-phase release that declines steeply over the first weeks. Grouping every material concern into "off-gassing" obscures that, and the two need different responses.
What a chair certification does and does not cover
A GREENGUARD certificate is an emissions certification: it says a product's chemical emissions into room air stayed under defined limits in a chamber test. That is a meaningful signal for a chair, and the chairs on our non-toxic seating page are the ones whose makers publish one — verifiable in the UL SPOT registry.
It is not, however, a statement about flame retardant content specifically, because a substance that migrates into dust is not the same as one that volatilizes into air. And a BIFMA certification is about structural performance — strength, stability and durability — and says nothing about chemistry at all. Keeping the three apart is the whole discipline of our certification matrix: different marks answer different questions, and a listing that lets one imply the others is the most common way a buyer is misled without being lied to.
A proportionate conclusion
This is a reasonable preference to have, not a hazard to lose sleep over. The realistic options, in order of cost:
- Free: read the label on the chair you are about to buy, and ventilate and dust the room you work in. The EPA puts source control and ventilation ahead of air cleaning for a reason.
- Cheap: prefer mesh. A mesh seat and back has far less foam in it than a fully upholstered chair, which reduces the amount of the material in question — and mesh chairs dominate the ergonomic category anyway, for unrelated comfort reasons.
- More expensive: buy from a manufacturer that publishes both a GREENGUARD certificate and an explicit statement about flame retardants. That combination is rare and it is exactly what the documented brands in our chair rankings are being rewarded for.
